(1) The government of Nepal will form a three-member recommendation committee headed by the secretary of the ministry to recommend the name for appointment to the post of vice president.
(2) The committee according to sub-section (1) shall recommend for appointment to the position of vice-president from among the distinguished persons who have passed at least bachelor's degree from a university recognized by the Government of Nepal and who have worked for at least seven years in the field of youth rights, interest protection, promotion or youth development and mobilization.
(3) The meeting of the recommendation committee as per sub-section (1) and other procedures to be followed while making recommendations shall be as determined by the said committee itself.
